Many small businesses have a limited advertising budget and must watch their dollars carefully.  The cost of a small Yellow Pages ad is within their budget but the resulting space on the page is dwarfed by their larger competition.  The reader's eye and business is naturally drawn to the larger ad.

However, a very affordable website is able to project a business presence on a par with the larger competitors in the market.  In addition, many users today instinctively Google for a product or service rather than hunt for the Yellow Pages.
